Yes, using Pacifist:

You'll want to extract GrowlMail.mailbundle to this folder:

        Your Home folder
                Library
                        Mail
                                Bundles

Then you'll need to run two commands in the Terminal:

        defaults write com.apple.mail EnableBundles -bool YES
        defaults write com.apple.mail BundleCompatibilityVersion -int 3

On Snow Leopard, the last value should be 4. I'm pretty sure it should  
be 3 for Leopard.

All of this is unnecessary when installing using the Installer, as the  
Installer package will put everything in the right place and run those  
two commands automatically.
