Those two words are opposite. The latter is more correct, except that the problems are not even similar: They are, in fact, completely different.
Your problem is a hang. It has nothing to do with the “leave notifications on screen” setting (nor with GrowlSafari, for that matter).
Hajo Carl's problem does not appear to be a hang; the sample shows Growl running more or less normally. He triggers the problem by letting notifications pile up on the screen until it can fit no more, then clearing them. This problem, too, has nothing to do with GrowlSafari.
I fixed your bug a few days ago. It's the positioning hang that's most easily reproduced with WebKit displays for some reason. The fix will be in Growl 1.2.1.
