You could set up your own  by writing an applescript folder action for
your Dropbox folder...
Folder actions run whenever the contents of that folder change. So it
should be doable. And applescript can definately get the current time
when its run, and its easy to send a growl notification from
applescript.

Your only challenge (outside of the script details themselves) is
filtering out all the little changes dropbox makes to a folder as it
goes about its constant syncing so you only get notified when there's
a new file in your dropbox, or whatever.
