It actually installs in your Home folder. If you look in ~/Library/ Mail/Bundles, you should find it there.

It says “for all users” because Installer's feature for installing directly to Home is broken, so we install to /tmp and then move it to your Home library in postflight.

Correct. The second installation installed it in that account's Home folder.

I am worried that I will end up having two copies of Growlmail installed, which I understand can cause problems.

What causes problems is having GrowlMail (or Growl) installed in both ~/Library and /Library. GrowlMail's Installer package doesn't allow you to install to /Library, and Growl's doesn't allow you to install to ~/Library.
