Perhaps also flag apps no longer found (have been uninstalled/whatever) and 
prompt them for removal also?
I’m picturing an “Add/Remove Applications” button in the apps tab that brings 
up a window with two tick-lists of “New applications not registered with Growl” 
and “Applications known to Growl but no longer present” or similar…

I’m not sure having a whole separate sub-tab for unregistered apps is necessary?
Perhaps just an extra ‘Registered’ column in the application list, then if user 
double-clicks/hits configure on an unregistered app, they get the message ala 
“This app is unregistered, it must register before it can send growl any 
notifications. This should happen automatically the first time the app 
boots/tries to send a notification. If it doesn’t you should contact the app 
developers.”
