Hmmm...couldn't find a way to edit my post above...so here is a brief
addendum...

Assuming I'm understanding you right and removing a registration only
lasts until the App in question is launched again because it should
try to re-register upon launch, I should probably view the removal
process as a way of cleaning things up when I've uninstalled a given
app from my Mac, but it is still registered with Growl?
