That's different from what I said. If it were already on, there would be no 
need to turn it on.

If Growl is turned on, but not running, then open -b will get it running again.

If Growl is not turned on, open -b will launch it briefly, and it will quit 
shortly thereafter.

Both of the above sentences are correct behavior.

That sounds like a bug in the prefpane, if it's failing to notice GHA quitting 
after it launches.
