Sure. Write an AppleScript and fire it when you want to. Use something like Hazel to do the scheduling.

Growl is not scheduling software, nor does it need to scope creep into that realm. Growl is a notification system, which is the reason to have it installed.

I don't understand why you would have Growl reimplement something other apps do better. Your last sentence makes no sense to me at the moment, please expand on it to tell us more verbosely why Growl should do this if you still think it should.
