Until Apple fixes Installer's relocation feature, allowing users to install products wherever they want causes more problems than it's worth. The reason is simply that people often forget where they installed it the last time, and install it someplace else. Then they have two copies, each a different version, both running at the same time. Problems ensue. Relocation ensures that it gets installed to the same place as last time, but it breaks our ability to test the Installer package.
