Growl 0.7.6 came with an extra called growlctl. This was a tool you could use 
to stop and start Growl from the command-line, similar to apachectl for the 
Apache web server. It still works.

So, you could install growlctl, and write a cron job that runs growlctl start 
and growlctl stop at the appropriate times.
