i think Peter has investigated this more thoroughly, but when i took a
look the other day, i did not see a way for this to be done.
specifically, there are no events exposed by the Safari extension API
to let extensions hook into the download started/complete events (or
any other interesting events, for that matter).

it would be possible to write an extension to provide a Javascript API
to webpages so that they could send Growl notifications, but i didnt
see a way to do it for native Safari events.
