You need to remove GrowlMail, not Growl. GrowlMail has its own uninstaller,
which comes with it.
You can download the current GrowlMail and its uninstaller from the GrowlMail
web page:
http://growl.info/growlmail/
Note that while the current GrowlMail won't run on your system, the uninstaller
should work just fine.

Growl itself has nothing to do with Mail. Only GrowlMail, which is a plug-in
for Mail, does.
