I just built the latest source in hg, i do not see the behavior
described by scott_in_la.

notify only when in background is checked, mail is set to auto-check
every 5 minutes.

with Mail in the foreground I sent a test message to an account that
has push, it was received and I correctly did not get a growl
notification.
with Mail in the background I sent a test message to an account that
has push, it was received and I correctly did get a growl
notification.
with Mail in the foreground I sent a test message to an account that
lacks push, it was received and I correctly did not get a growl
notification.
with Mail in the background I sent a test message to an account that
lacks push, it was received and I correctly did get a growl
notification.

the questions for scott at this point:
what kind of email accounts is he working with?
what other mail plugins does he have installed?
