No such feature exists in Growl or Skype.
A future version of Growl will have a notification log, in which you'll be able
to see past notifications (probably with dates and times), but I don't think
we've decided whether that version will be compatible with Leopard.
Could a WebKit-based style add the date and time to a notification with
some JavaScript?
