This seems to be because Mail adds messages to inboxes in batches of up to 256
messages.
GrowlMail doesn't currently wait a few seconds for more messages to get added,
except for the purpose of deciding whether to use summary mode or not (when
that is set to automatic). We have a ticket for this, which I've expanded to
cover enforced summary mode as well:
