To be clear, that ticket is for this behavior (don't show notifications from 
current app) generally in Growl, not as a feature of specific apps. It came out 
of discussion of GrowlTunes and GrowlMail both having that feature, IIRC.

Yes; when iTunes is playing in a window *in the background*, you will get 
notifications. When it's full-screen, it's in the foreground, and when it's in 
the foreground, whether the video is full-screen or in a window, GrowlTunes 
intentionally does not notify.
