It's not a bug; it's one of several configuration options. There are three different relevant settings: - On the General pane, the “Leave notifications on screen after ___ seconds of inactivity” setting does this generally whenever you don't use your computer for that long. - In the Applications pane, you can set any notification from any application to always stay on the screen or never stay on the screen. The default is to follow the application's recommendation for whether it should stay on the screen. - Each visual display has a setting for how long the notification stays on the screen before fading out.
