This will never happen because growlnotify is, from Growl's perspective, an application, and applications are not allowed to influence display decisions. The closest they get is the sticky option. The worst-case scenario is that an application developer uses Growl notifications over MailMe or SMS to an address/phone number of theirs to spy on the user. Since the user would not see such notifications, they would not know to go change the display.
