Correct me if I'm wrong, but this doesn't seem like a feature for Growl per se, but for an application that uses Growl's framework. I'd contact the developer of Clyppan (a clipboard manager that I use and like), or any other clipboard manager developer and see if they'd add Growl support to their product.
