No, Mac applications. The Growl framework is what applications use to talk to 
Growl.

The framework requires Snow Leopard so that applications that don't require 
Lion yet can still use the newer framework.

The framework is not a substitute for Growl; it is the other side of 
application-to-Growl communication.

You will still need Growl, and it will still need to be 1.2.2 or earlier until 
you upgrade Mac OS X.
