If you're happy rooting around your computer, then just go searching for Growl.prefPane and delete it anywhere you find it. Be aware that spotlight isn't very good at finding things though. If you're comfortable with the terminal: find / -iname growl.prefpane 2>/dev/null will help.
Also, you may find some apps that used to work with growl 1.2 no longer work with growl 1.3, as they have outdated frameworks. again, there is some amount of hacking around you can do to fix some of them… What apps do you have that, at least previously, support Growl?
