Correct. Applications appear in the list when they register with Growl. Usually, this happens on launch, so try quitting and relaunching any applications you use that are compatible with Growl. They should show up afterward. Any applications that still don't show up either don't support Growl at all or aren't compatible with 1.3. A lot of application developers have lagged behind on this.
