The Growl 1.2.2 disk image includes the currently-latest growlnotify:

It's a separate installer package inside the Extras folder. As long as you
install growlnotify.pkg and not Growl.pkg, your Growl 1.3 installation will be
fine.

Yeah, don't get anything Growl from MacPorts. Their port of Growl still
installs 1.1.6.
Moreover, as far as I can tell, MacPorts only has Growl, not any of the Extras.
