did you have version 1.2.2 installed previously? if so, try running the uninstaller (get here: http://growl.info/downloads) also open launchpad.app, click and hold on growl if there and remove. then go back to app store and download again. it may look like you have to buy again, but once you go into it, it should say something like 'you've already bought this'
also, growl 1.3 is now just an application that lives in your applications folder, so you won't find it in system preferences any more.
