Version 1.3 of the framework does away with the installer form of Growl 
entirely, because that method would violate App Store guidelines for programs 
using it.  Instead, version 1.3 has a built-in notification style you can 
enable, which means that if Growl isn't installed notifications will still fire 
(but if Growl is installed, it will).  If your app is 10.6+ only, that might 
solve your problem.  

If not, as Chris says, the development list might be better suited for further 
discussion. :)
