This is probably a Coda problem, relating to it only connecting to Growl when 
it sees that Growl is installed (frameworks older than 1.3 only look for a 
prefpane, and so don't recognize Growl 1.3). When you quit and relaunch Growl, 
it sends out a “Growl is ready” notification to all running apps on your 
system, whereupon Coda/its Growl framework notices that Growl is now running 
and registers.

Assuming that's it, the solution is twofold: Coda should not check whether 
Growl is installed before trying to use Growl (the framework handles that 
automatically and frameworks 1.2.1 and later will successfully register and 
notify with 1.3), and Panic should upgrade the Growl framework inside Coda to 
version 1.3.
