Leopard is completely unsupported for GrowlNotify 1.3. GrowlNotify 1.3 was built for Growl.app 1.3, which is Lion only, with only the new GNTP networking inside it. It was not tested on Snow Leopard, possibly it would run there, possibly not, but at least it would have GCD for blocks, which we use in the networking code heavily.
