Short answer: Yes at some point. Long answer:
With Growl 1.4 we're going to open translations up a lot more. We're moving Growl to a strings file translation method. Essentially what I'm envisioning is pointing translators to a website with a list of bundles per application to download. Add those in, and then have them test it out with the following beta. Translators can still use their favorite tools, but it won't be required to translate Growl by using a tool like iLocalize anymore.
