I've reported this as: http://code.google.com/p/growl/issues/detail?id=377
(one ticket since this all seems to be related)

I got it to the most basic level, an application that does two simple
calls and nothing else, passing a single number as the context in one
of them, and it still happens. The notifications appear in wrong order
50% of the time (and always correct if you *don't* pass the context),
and the one with the context either timeouts with an error after 2-3
seconds, or calls the callback twice (with a number and with a string)
if you manage to click it before it timeouts.
