I used the growl uninstaller to remove the older growl, then bought 1.3.1 in the app store. I see it in my menu and have tested that it "works" using GrowlNotify. I Have OS X 1.7.2.
I use Mozilla's EarlyBird (Thunderbird) and Aurora (Firefox) releases. Neither one now seems to use Growl. I also use Adium and don't believe its notifications are reaching Growl, either.
