You can use the speech display.  To set it up, go to the Displays tab
in preferences, and in the list on the left, select Speech, you can
configure which voice you want it to use and preview it.  To set it as
your default display, select it in the pop up box at the top of the
displays tab labeled "Default Display".  Note that in its current
form, its limited to being spoken, or to using a visual style such as
Smoke, and cannot do both at the same time.  2.0 will greatly improve
both the functionality of the speech action, adding a number of
additional controls (rate, volume, and some key bindings), and allow
you to have both a visual style and speech for notifications.  2.0
doesn't have a firm timeline at this point, we need to finish up 1.4.

You can also set the speech display for only certain apps or
notifications, by going to the application settings and selecting the
Speech display for the apps and/or notes you want.
