HardwareGrowler doesn't request notes be sticky by itself. Go to the Applications tab in Growl.app's preferences and open the settings for HardwareGrowler. Check the options for the notifications (you will have to check each notification type) for sticky, and make sure they are set to either Never, or Application Decides. If they are already set to one of those, try deleting the settings in Growl for HardwareGrowler and relaunch HardwareGrowler and see if its still happening.
