Sounds like you have an old version on your system. (Growl prefpane as opposed 
to Growl app)

Download Growl Version Detective from http://growl.info/downloads
and see if that finds anything in the Growl tab. Trash if so.

Next go to Launchpad.app, make sure Growl is not there (if it is, click and 
hold on the icon until the (x) comes up, click that to remove).

Open up the App Store again. Can you download it now?
