Odd, I have not experienced any issues of not speaking using Karen
(Australian English downloaded voice) in 1.3 and above, although there
was the issue of Growl waiting on other app's, that would cause CPU
hangs, and possibly not speak.  Growl 1.4 brings some further
improvements to the speech display, mostly in making it not consumer
CPU waiting on things.  Please try 1.4 after it is released (it is in
review right now), and see if that works better for speech (and Growl
2.0 will be a huge improvement to Speech, adding volume and rate
controls, and keyboard shortcuts for pause/play, skip, and "click"
notification).

As for notes not firing, some app's have issues with 1.3, because they
didn't follow our recommendations from even years ago about how to use
the framework.  If you could list specific applications you are using
and not seeing notes from, we can try help you figure out how to get
them working again.
