Not directly, that is odd, I haven't heard of this happening, and it shouldn't be. Can you look in ~/Library/Application Support/Growl/ Tickets and see if the individual ticket files are still there? If you deleted that prior to installing 1.4, than that would explain why they aren't there, and apps will need to reregister. If you have problems getting them to reregister, please list at least a few of those apps here and we will work to help get you back up and running =)
