If you can get a growl message when those things happen, indeed we can. Growl has both an SMS and MailMe plugin, and have had for quite awhile, and we now in Growl 2.0, also ship official Boxcar and Prowl plugins for pushing to either of those services. In Growl 2.0 (Requires 10.7+), we split those out into "Actions" and you can even do both at the same time. Im not sure what app's might fire that kind of notification, but even if the app/service just supports scripting (either shell or applescript) you can use those to send the message to growl (using any number of languages which have GNTP support for shell scripting).
