So, Growl itself doesn't generate notifications. The only application that does this that I could find is horribly out of date, and Im pretty sure there is no way to make it work with current versions of Growl. There are other ways this could be done, launchd can be used to run a script (either a shell script that calls growlnotify, or an applescript) every however often, and a tool such as lingon can make the configuration of a launchd agent easier.
