Likely notifications.history has become corrupt as the version of the history database hasn't changed since 1.3 (We are supposed to try resetting the database when this happens, but something might have happened). Reinstalling Growl doesn't necessarily reset our settings/ databases. In finder, go to ~/Library/Containers/ com.Growl.GrowlHelperApp/Data/Library/Application Support/Growl and either delete or move aside notifications.history (depending on how important your notification history is to you), and relaunch Growl.
