Just to be certain, can you check under your Activity Monitor and see
if there is a process named GrowlHelperApp? (I know you said you ran
the uninstaller, but we've had issues where it lingered on in spite of
that). That might be one cause of duplicate notifications.  Another
might depend on what framework version they are using.  Can you use
GrowlVersionDetective, available here: 
http://growl.info/downloads#generaldownloads
and use that to check which version of the framework it has.  Finally,
we would ask you check the system log in Console.app for any relevant
messages from either Tweetdeck or Growl.
