The gear icon is just a hover point to show the error in the tooltip, its not the best UI ever, but eh. For the moment this isn't directly possible other than just disabling apps in the applications list (under the sending machines header) on the receiving machine. In Growl 2.1, we will be introducing a rules system that is capable of doing this, our rules are done by an Applescript file you can place in a special folder, so there isn't really an UI for it.
