Fixed.

I renamed my tickets.database to tickets.database.old as a test.  Growl 
created a new one and my notifications are back.

Probably some corruption on my end. I lost some prefs, but oh well.  It 
wasn't even worth it (for me) to use Time Machine to go back to a 
previously working one.
