/usr/local/bin/ Anything in /Library/PreferencePanes/ is related to the

Which brings me to the next point: just to check, are you using the
Growl from the Mac App Store? That's the one you need for Mavericks. It
should be installed in /Applications/
If you have Growl in /Library/PreferencePanes/ you should run the
uninstaller from http://growl.googlecode.com/files/Uninstall%20Growl.zip
The error is as
follows:
$./growlnotify
Enter a notification description, followed by newline, followed by
Ctrl-D
(End of File). To cancel, press Ctrl-C.

Is the Growl.app running? To check, you can run:
pgrep Growl
if you get a number, Growl is running. If not, Growl is not running. You
may need to restart Growl.app after installing `growlnotify` to get it
to "Register". You should see it in Growl's preferences, as shown here:

(note that the icon associated with `growlnotify` may be different)
If you have the right Growl.app (not preferences) and have Growl running
and `growlnotify` is registered with Growl, then it _should_ work.
