There is a drop down in the General tab that lets you select if Growl runs
in the dock, the menu bar, both, or neither. Pick what you want. I think
this answers what you are asking.

And yes, if you stop Growl it'll stop displaying notes. But if you run
Growl in the background it'll continue to function fine.
