No, AFAIK it does not do that. It _might_ for itself, but certainly not for other apps. However, apps that use Growl and notify you of updates might use Growl to do so.
For what it's worth, I use AppFresh to help me keep most apps current. But it doesn't catch everything either - probably nothing does. In addition to that (and the Mac App Store/Software Update, which certainly at 10.9.x are unified), I also go through my collection of browsers every now and then and have them check for updates...since a vulnerable browser is a good way to get in trouble. I also have MacPorts, and it has its own mechanism (port selfupdate / port list outdated) to indicate which of the programs it installs need updating.
