You can send to Prowl from Growl, but if you want to send to Growl from
Prowl you will need to have something locally on the mac to sit and query
the Prowl API.

Growl has an API you can use via a lot of different languages, this would
likely be preferable over having a Prowl query application. The problem you
will run into is if you have an end user who sends to Prowl from Growl, in
which case you will duplicate notes.
