This sounds more like a question about Google Summer of Code in general
rather than specifically about gRPC's participation in Google Summer of
Code?

What kind or on what basis should I build my proposal so that I may get

A Google Summer of Code proposal should be a persuasive argument that you
can and will author useful, valuable code for the particular open source
project (gRPC in this case). So some questions that spring immediately to
mind (answer in your proposal, not necessarily in this mailing list
thread): to what extent have you gotten to know the gRPC codebase? What
have you done with it? What are the easier parts and what are the harder
parts for you? How did you choose the subject area for your proposal? How
did gRPC come to have need of this work?
