Please look at protobuf's release page 
<https://github.com/protocolbuffers/protobuf/releases/tag/v3.7.1> for 
downloading pre-compiled binaries. They should also work for Windows.

You can define messages (a.k.a., serializable custom data structures) or 
RPC services using Google Protobuf and then use the codegen to generate 
classes for your application's language, which can be seamlessly used in 
your application. For more detailed descriptions and examples, I'd suggest 
looking at protobuf's developer guide
