With NettyServerBuilder you can use maxConcurrentCallsPerConnection(int maxCalls) <https://github.com/grpc/grpc-java/blob/master/netty/src/main/java/io/grpc/netty/NettyServerBuilder.java#L397>
This is the same as setting MAX_CONCURRENT_STREAMS per connection.
