However doing so would take a lot of time. There is a lot of artwork available under different free licenses. But you need to keep track of licenses of files you use and consider following: 1) Redistribuable. This is foremost requirement. Everybody must be able to redistribute the resulting theme under the applicable license. So you can't combine elements under contradicting license terms. 2) Free. GRUB isn't linked with themes, so themes aren't covered in any sense by GPL. In fact GPL for artwork may be impracticable depending on circumstances. There are other licenses better suited for artwork, like e.g. CC-by-sa. It has however to be free as per GNU policy.
