the current grub manual says (in the last paragraph of Chap 3, just
before Chap. 3.1):

> GRUB comes with boot images, which are normally put in the
> directory '/usr/lib/grub/i386-pc'. Hereafter, the directory where
> GRUB images are initially placed (normally '/usr/lib/grub/i386-pc')
> will be called the image directory, and the directory where the boot
> loader needs to find them (usually '/boot/grub') will be called 
> the boot directory.

this appears to me that it is left over from Grub Legacy documentation.

Can some of the developers confirm that this is still true for Grub 2
or can/should this paragraph be completely deleted.
